PARISH COUNCIL

The Council meeting held on Tuesday 9th August was attended by all of the Councillors, the District Councillor, the Clerk and two members of the public.

Footpath in front of SOHA

The Clerk reported that he had not received any feedback from Mr Peter Ronald of OCC. A further report will be give at the next meeting.

Damaged Manhole Cover

The Clerk informed the meeting that Thames Water had identified the damaged manhole cover and had taken steps to have it repaired.

Steps leading down from Old Field

The Clerk stated that SOHA had discounted an additional handrail as it would leave an area between the rails of less than 900mm and this was considered to be inadequate. The depth of the steps is within the building regulations and therefore no further action was proposed.

Triangle of land adjacent to Wells Farmhouse

The Clerk reported that he had applied to have the land registered as Common Land. However it was necessary to obtain statements from local residents supporting our application. Mrs Isabel Fox volunteered to co-ordinate this activity. The Clerk will supply a list of possible residents to be contacted.

BT Telephone Box

The Clerk informed the meeting that he had made preliminary enquiries with English Heritage in respect of listing the existing BT telephone box adjacent to the Post Office. The Council agreed that we should make a formal application to have the telephone box listed.

Collection of ECO Bags

The Clerk informed the meeting that he had received a response from SODC in respect of the concept of central collection points for ECO sacks. SODC stated that the suggestion would be considered as part of the review of the trial on ECO sacks.

Planning

P05/W0736 – Wells Farm Cottage:

The Council discussed the proposed alteration to the vehicle access and the erection of a double garage. Although there were concerns about the proposals the Council agreed to recommend approval of the application

P05/W0786 – Manor Rise

The Council agreed to recommend approval of the single storey front extension

P05/W0627 – Chartwell; extension of existing dormer

The Clerk informed the meeting that SODC had refused planning permission for this application. Mrs Isabel Fox requested that the Council express their concerns to SODC about the misunderstanding that appears to exist between SODC Planning and residents.

Village Hall

Mr Simon Oddie chaired this agenda item as Mr Stuart McGill had declared a prejudicial interest.

The Council considered the request by the Little Milton Village Hall committee to underwrite the forthcoming launch concert on September 4th. Mrs Isabel Fox expressed her concern that agreeing to the proposal would set a precedent for the future. The Council agreed that the Little Milton Village Hall committee could apply for a grant up to £300.

Mr Richard Alliston presented the latest cash flow projections for the New Village Hall that showed a funding requirement from the Parish Council of £30,167. In addition he informed the Council of a further £5,000 requirement to fund curtains, blinds and a hearing loop system for the new hall. The Council considered the information and agreed that it should apply for a loan of £35,000 from the Public Loans Board. This finance would be used to by the Council to fund any direct purchases for the hall or as a grant to the Village Hall Committee. The Clerk highlighted the opportunity to reduce the term of the loan from an anticipated twenty five years to fifteen years. The Council agreed to reduce the term of the loan. The Council also agreed that it would review its reserves to ensure that they were at an appropriate level at the end of the current financial year. This could give the Council an opportunity to reduce the level of capital borrowed.

Mr Richard Alliston also informed the meeting that the name chosen for the new hall was The Pine Lodge.

The next meeting will be held on Wednesday 14th September 2005 at 8.00 p.m. in the Village Hall unless there is a need to convene any planning or other meetings. All notices of Council meetings are displayed on the Parish Council Notice board at the corner of Haseley Road and the High Street.

TIRENESS KILLS CAMPAIGN – DON’T BE A DOZY DRIVER!

Figures produced by Oxfordshire County Council’s Road Safety Team from data provided by Thames Valley Police shows that 40% of all fatal and serious accidents on the County’s motorways and trunk roads were due to driver fatigue.

In addition, it is also estimated that this is a contributory factor in 10% of all accidents on all minor roads nationally.

In response to this serious threat to road users, the County Council’s Road Safety Team is joining forces with the Fire & Rescue Service to support the National campaign organised by The Department for Transport.

Julie Jones, Road Safety Officer with Oxfordshire County Council said: "Surveys show that 9 out of 10 drivers confess to driving while feeling tired. However with a few simple measures they can reduce the risk that they will fall asleep, never to wake again."

Advice is that popular myths should be ignored. Opening the car window or turning on the radio will do nothing to prevent your brain’s desire for sleep.

Professor Jim Horne, (National sleep expert) at the Sleep Research Laboratory, Loughborough University: www.lboro.co.uk recommends that drivers take a break as soon as they begin to feel tired and drink at least 2 cups of strong, caffeinated coffee or caffeinated stimulant drink and, if at all possible, have a short (just 15 mins will do) sleep/power nap.

This can delay the effects of the brain desiring sleep but this will only postpone the need for a limited time (up to 90 minutes), then the driver MUST have a sleep or stop driving.

For a charge of £35 residents can arrange for their unwanted vehicle to be collected from within the District and a charge of £7 per bulky item e.g. fridge furniture etc. To arrange this service residents can call the Public Amenities Team on 01491 823416 or print a copy of the form from the Council’s website www.southoxon.gov.uk .

HARVEST THANKFULNESS.

Living in the heart of the countryside, it is easier to appreciate God's creating hand at work. We can look to the hills and be filled with awe. We can stoop and look at a flower and wonder at its beauty. We can see the waving corn and think on God's bountiful care and provision for us.

But it's harder for us to recognize that same Creating Hand at work in that world which lies with us; the world of our hopes and joys, sorrows and setbacks. Yes, our Lord did teach us to trust in His father's good providence, teaching us that He who cares for the lilies and clothes the grass, cares infinitely for us. Faith and trust comes easier when the sun shines and all seems well, but there do come the times which test. Those moments of doubt when we can't see the sun, when winter storms, so to speak, gather.

But our Lord is the Lord over the Storm, too. He came to the fearful disciples in a boat, and the wind ceased and there was a great calm. By the presence of Jesus, the situation was transformed. Into our own storms, those things which disturb us and unsettle us, God in Christ is pleased to come. When the storm threatens to overwhelm us, he is pleased to come alongside us, with his healing touch and calming voice. God the Father of our Lord Jesus Christ is not a God who stands outside us, and sends troubles from afar. He is not even a God who offers comfort from a distance. He is Immanuel, God with us. God who in Christ crucified comes into our storms and perplexities, to stand with us, offering us his love. Each one of us knows something of that experience that when things look dark and threatening, we are grateful for friends who are content to share in our sufferings, by just sitting and being with us, or writing what must have been agonized-over lines in a letter. These are the things which count. These are the kind of ways God's love is revealed.

Harvest Festival will soon be with us. Pray God that we may not only be thankful for his Creating Hand at work around us and his provision for us, but this thankfulness be deepened and enlarged by the knowledge that at all times, in all circumstances and in all places, we are so firmly held in the palm of His loving hand.

HARVEST THANKSGIVING 2005.

We shall be celebrating our Harvest Festival on Sunday 25th September at 11.00 a.m. Harvest Festival in a country parish is always a special time. Even as I write, the farmer is at work on the combine in a cloud of dust in the field by the Rectory. In many ways the contemporary rural society has moved away from its agricultural background, but yet we all depend on those involved in farming to bring us our daily bread. We could not live without them. Whilst our breakfast table reflects many harvests from across the globe, we must not lose sight of the fact that there are those around us who seek to bring us our daily needs. Harvest Festival gives us the opportunity to give thanks for all these things, and we bring all of our thanksgiving with us into Church on the 25th September at 11.00 a.m.

Integral to the Service, there will be a Harvest Lunch to follow on and will be held in the new Village Hall. But do make a note now of these important events, and please do come along, we simply would love to see you all.

Great Milton are having their Harvest Festival on Sunday 18th September at 11.00 a.m., and Great Haseley on the 2nd October. On Sunday 25th September there will be a celebration of Holy Communion in St. Peter's Great Haseley at 8.00 a.m.

CITY OF GLOUCESTER SALVATION ARMY BAND.

On the 17th September, the Gloucester Salvation Army Band is coming to St. Mary's to give us all a Festival Concert. The evening will begin at 7.30 p.m. We are very privileged in having them come to us, and it is not often that a band of the quality and size of the Gloucester Salvation Army is heard in a village Church. They provide us with a very rich sound and variety of music. There is no charge to come, but all donations will be given to the band for the furtherance of the work of the Salvation Army. This occasion gives us a wonderful opportunity to salute them and what they do on our behalf. We can all think about their work with, for example, the homeless, those in prison, those addicted to drink or drugs, and we all saw their work amongst those injured or in distress because of the London Bombings. So please come along on the 17th September a 7.30 p.m., and by your presence express your gratitude for their work.

SINGING HANDEL’S "MESSIAH" IN GREAT MILTON

On Saturday 26th November 2005 there will be an opportunity to join in a "Come and Sing" Handel’s Messiah in Great Milton Church. This will be a charity performance, with singers from Great Milton forming the core choir and with some excellent soloists. Anyone who knows the work is welcome to join the choir on the day: there will be a rehearsal from 1.30pm and the performance will begin at 7pm. Tea will be provided. You will also be welcome to attend rehearsals with the Great Milton choir (conductor Kate Billimore) during October and November if required.

The lights for the MUGA have now been switched back on for the Autumn/Winter seasons. Tokens are available from the Post Office at a cost of £2.50 per hour. Remember, if you wish to play for two hours continuously, to put two tokens in simultaneously.

VILLAGE HALL – THE PINE LODGE

The Building

By the time you read this, I hope the building work will be complete, leaving only the car park work to be finished. At the time of writing (22/8/05), the structure of the building is now complete, you may have noticed that the exterior walls have been coated and the grounds have now been cleared in preparation for creation of the main entrance ramp and other access points. The area immediately around the exterior will also be paved and the car park re-surfaced. Inside, the final floor coverings are being laid, the kitchen is fitted complete with appliances and the plumbing is almost complete. In fact it is now easier to talk about what is left rather than what has been done.

The shower and toilet cubicles are being fitted but we have ordered an extra toilet and cubicle for the Ladies changing room and this won’t be ready for another 4 weeks. The internal decoration is almost complete, the lights are fitted and the final electrical connections are due in the next 7 days. After that, the building will be complete.

Outside, the contractors have returned to clear the site and enable creation of a disabled access and lay the pathways around the building. We are on schedule for completion in the week commencing Monday 29th August.

With the decision to add an extra ladies toilet, the current total cost has gone £670 above our original budget, a change of less than 0.25%. The final cost will not be known until the project is fully complete but there will not be a significant deviation from our original figures.

Secondary budget

I am delighted to say that the Parish Council agreed to fund new curtains which have been ordered and should be ready in early September. The Parish Council have also agreed to fund an Induction Loop Hearing system for the hard of hearing and again, we hope to have this installed in early September. We also have a pledge of funding for new chairs and the details of these should be finalised in the next few days. Delivery would be expected around the end of September.

Celebration Party – Come and celebrate with us on Sunday 4th September with an afternoon of family fun and games for the children and parents from 2pm till 5pm followed by a Summer Jazz Picnic Concert in the evening. With the weather we have been experiencing, if it is raining or too wet, we will stage this event inside the Village Hall and ticket numbers are therefore limited so please get your tickets early to avoid disappointment. Come and admire the building, eat your picnic (inside or out) or buy from the BBQ (order in advance please) and listen to the mellow jazz and swing tones of "Harvest Moon" a jazz combo led by Roger Simmonds. Official Opening – Although The Pine Lodge will be open on Saturday 3rd September from 3 – 5pm, we have postponed the Official Opening until September 24th. We have postponed because of the changes we have made and we wish to ensure that everything is as good as it can be when the local media and other guests see our new building. Nevertheless, if you can’t come on Sunday 4th, see the new building on Saturday 3rd and enjoy a complimentary tea or coffee while you are there.

The Pine Lodge will therefore be adopted as the trading style of Little Milton Village Hall, something that we believe will be very helpful when marketing the building to potential hirers from outside the village.

Hire rates, terms and conditions

Those living in the Parish of Little Milton will receive a discount of between 30% and 33% on the published Hire rates. Special rates will also apply if you make regular weekly or monthly bookings or you are organising a charity event. The new rates reflect the quality of the building and the facilities within it however you will find that after taking account of the village discount, the rates are very competitive when compared to other village halls in the surrounding area. When planning your event, also please ensure that you allow sufficient time in your booking for setting up and clearing away. If you would like to see a copy of the new Hire terms and conditions, please let me know or ask any of the committee members.

Fundraising and future events

There are a variety of additions that have been mentioned (an audio system and a cinema facility) and so our fund-raising activities will continue. The next Quiz Night will be in October and we also hope to run a Bonfire night again this year.

LITTLE MILTON W.I

Amanda Wood gave a lively and amusing talk to our August meeting about Antarctica – Penguins, Ice and Fire. She undertook an epic journey via Brazil, The Andes and The Falklands to find herself crunching through the pack ice of the Antarctic aboard ‘The Explorer’ , known as the little red ship. Life was not all basic – chefs worked hard to prepare wonderful food and water supplies were ample for showers and drinking, even if the all-pervasive smell of penguin excrement was a constant reminder of the Antarctic wildlife.

This scenery and wildlife were spectacular and could be viewed very close-up; a good look at icebergs was achieved by using little rubber boats that could sail very close to them. The many types of penguins were very different in their adaptations to their habitats and behaviour, but were always appealing. Gentian penguins came up and nibbled at the side of the boats and played ‘king of the castle’ around and on top of a bit of washed-up iceberg. The seals were less friendly – the party was told not to get between elephant seals and the sea, while leopard seals could perform the ingenious feat of turning a penguin inside out for tea. The whales and birds were extraordinary.

However, the effects of global warming were apparent all over the Antarctic. One dramatic picture of Sir Wally Herbert’s hut, where he created the maps of the Antarctic, shows a landscape devoid of snow - all melted; contrasted to the ice and solid snow there at the time he carried out the work just a few decades ago. Now there are more days of rain, the wildlife experience problems e.g. penguins are chilled by rain and so die as babies whereas snow just slides off their backs. There are scientists from 15 nations working on these problems in stations there – amazingly, some now grow salad veg. in greenhouses using reflected light.

The Antarctic is uniquely beautiful, with intense colours in the ice – from blue, to sea green to whites of every colour and ‘clear glass’. The shapes of the ice were incredible with the wind and weather sculpting them, while icebergs that have been worn down and melted to very little then apparently ‘turn turtle’ in the water to reveal their water-shaped underside edges. We really enjoyed Amanda’s account of her adventure in one of the most remote and spectacular places on earth.

Next Meeting: This will be held at 7:45 pm on Thursday, 8th September – we are excited as this will be our first meeting in the new Village Hall at Little Milton. The well-known speaker and writer, Christine Bloxham, will be describing The World of Flora Thompson’ - the famous writer of Lark Rise to Candleford, a much-loved story based on village life in the past. Visitors will be very welcome to join us.

NEIGHBOURS CLUB

On the 4th August our meeting took the form of a bring and share lunch.  Everyone brought something and we all had a lovely time making all the food (and drink) disappear very fast.  This was the first time we had done this and we all agreed it was most successful and perhaps could be repeated in the future.  Our outing this month was a two-hour canal trip from Pitstone Wharf when we enjoyed a "boatman's lunch" on board.  We were then taken on a drive round the Chilterns and on to Little Kimble for a W.I. tea.

YUMMY MUMMY MOMENTS

Local mums in Little Milton will be having Yummy Mummy Moments at a coffee morning on 20th September at 11a.m. at The Thatched House, as part of the Yummy Mummy Week being held nationally from 16-25 September.  Yummy Mummy Week is hoping to raise over £100,000 for the UK's leading children's cancer charity, CLIC Sargent.  Entrance fee of £5 (including coffee and cakes) will be donated to the charity, plus lots of competitions, prize draws and shopping opportunities for all our Yummy Mummies.  Yummy Mummies of all ages are welcome - even if you children are old enough to be Yummy Mummies themselves!  For tickets in advance and more details please contact Sophie Brough on 279490 or Lesley McCaig on 278244.

NEW FOOTPATH

Some of you may have noticed a few posts with maps on popping up on the road to Wheatley. These mark two new paths created to link up with existing public footpaths to form a circular footpath based around Great Milton. The paths were created under the government’s Countryside Stewardship scheme whereby DEFRA pays farmers to provide access to their land.

I walked the path on a hot evening in June and ran it in August and I’ve seen deer, rabbits, a hare and a fox. The paths are officially open until September 2014 but, I’m sure, that if we use them regularly, then no government will consider withdrawing these routes so it’s definitely a case of "use it or lose it".

The route is well-signposted but the signs claim that this is a 3km circular walk whereas actually it’s more like 4 miles and, unfortunately, it isn’t directly accessible from Little Milton, which is a real shame since one extra field gate would have opened this new world to us. As it is, it’s necessary to walk up to Orchard House to get onto the path.

Further details of this walk, including a downloadable map and details of similar walks in Oxfordshire, can be found on the web at cwr.defra.gov.uk. For those of you who fancy walking the paths, here’s a full route description.

Make your way up to Orchard cottage, either by walking along the Wheatley road or by taking the path that goes behind the playing fields. Just before Orchard Cottage turn left into the field but ignore the public footpath and turn right with the hedge on your right. At the field boundary turn left,  keeping the hedge on your left and follow it all the way down to the bottom corner and then enter the wood and follow the clearly defined path (but watch out for stinging nettles). Do not go onto the road just before Cuddesdon Mill but turn right, go through the gate into the next field and walk up the hill, keeping the hedge on your left. Leave the field via the gate at the top LH corner, turn right onto the road and then right again at the T-junction. Turn left on the public footpath a few yards later and follow it to Great Milton. Turn right on the road and walk up to The Bull where I recommend stopping for a pint of real ale and a plate of delicious lasagne. Take the public footpath that goes down the RH side of the bull and, after the last house, take the public footpath on the right. Go through the fields, with Le Manoir on your right. At the road, go straight across, taking the public footpath immediately opposite. When you reach the A329, don’t actually go on the road (unless you want to take a short cut home) but go right through the gate into the field. Turn left and follow the field edge, keeping the hedge on your LH side at all times. Just before the chicken sheds, turn left, DO NOT go straight on, there is no signpost here. Keep the hedge on your left at all times. The last field is a bit of a slog, you have to walk 3 sides of it, you’re tantalisingly close to Little Milton with no exit and, the field is ploughed right up to the edge. Eventually, you will arrive at Orchard House again where you started. Go through the gap in the hedge onto the road and make your way back to Little Milton.

Now Summer is nearly over, just a reminder that we will be holding a VIDEO SALE. This will start on 13th September.

As part of Family Learner Week there will be taster computer sessions on making cards etc. This is open to all members of the family, whatever age. This will take place on Tuesday 11th October from 9.30 – 12.30. Tickets are free but limited so please apply directly to the library.

A Children’s book sale will start on Tuesday 19th October. Many excellent bargains to be found

CAR SERVICE TO THE DOCTOR OR HOSPITAL

John Buckingham has been such a wonderful friend to the Car Service especially to the people in Little Milton. Whenever he has been asked by folk needing lifts he has responded to hospital and doctor. He is now feeling that it is time he retired. He has reached the age when driving is not a pleasure. The car service to the doctor or hospital is for anyone in the villages of Great Milton, Great Haseley or Little Milton. Passengers are required to pay:

Visit to Hospital £3.50 (including car park) Visit to Doctor £1.50

This service is made possible by a grant from the Parish Councils to cover the driver’s petrol cost.

We are very short of drivers and if there is anyone willing to give a small amount of time, possibly twice a month, to drive either to the doctor or hospital we would be very grateful.
