OXFORDSHIRE ASSOCIATION OF LOCAL COUNCILS PRESS NOTICE

LITTLE MILTON PARISH COUNCIL AWARDED QUALITY STATUS

Little Milton Parish Council has been accredited with ‘Quality Parish Council’ status by the Oxfordshire County Accreditation Panel. For a Parish Council to gain this status it must meet a number of standards. A Quality Parish Council:

·         Is active, represents, listens and leads all the community

·         Works closely with community groups and keeps them informed

·         Works in a professional way

·         Works in partnership with other councils and other organisations

The Quality Scheme was launched by the Government in 2003. Little Milton is a small Parish Council in South Oxfordshire , with only 367 electors. A Government-approved panel of local people who have worked closely with Town and Parish councils considered their application. The panel were impressed by the council’s active approach and communications with villagers.

The Oxfordshire Association of Local Councils ( OALC ) nominated the panel members and services panel meetings. OALC represents nearly 250 Town & Parish Councils, and Parish Meetings in Oxfordshire, and provides them with advice and information.

Stuart McGill , Council Chairman said:

‘We are delighted as a Parish Council to have been awarded Quality Council status, which, we believe, makes us second only to Didcot to receive this honour in South Oxfordshire .

All credit should go to our Parish Clerk, Raymond Fergusson, who has achieved the necessary qualifications with distinction, and guided the rest of the Council to a higher quality of administration. We look forward to taking on the new responsibilities of Quality Councils in the autumn.

Cllr. Peter Biggs , Chairman of the Oxfordshire Association of Local Councils said:

‘May I congratulate Little Milton Parish Council on being awarded Quality status, the sixth local council in the county to achieve this. I am sure their success will encourage many others in Oxfordshire to follow their example.’

THE VALUE IN LISTENING.

Listening to the World Service of the BBC in the early morning can, in some part, bring you into interesting discussions. Not that long ago there was an item which made me prick up my ears. A commentator revealed that many of our young people today aspire to be a celebrity. Because, by being a Premier League Footballer or a Top Model, say, they would obtain fame and fortune, power and respect and all other trappings which the young people perceived would pave the way for successful living. The commentator went on to say that those who felt they could not aspire to such things could feel marginalised with the resulting feelings of rejection, hopelessness and despair.

I reflected on what Christ would think of all of this. Jesus was a man of extraordinary perception. He could see in people what others did not or would not see-even about themselves. He saw the value and potential, not just in the beautiful, successful, Premier League people, but in those whose abilities lay in other directions, as well as those who were backward or disabled. In mingling with all sorts of people, he made everyone feel that they mattered and were of value-because the mattered, and were of value to God.

Jesus never spoke of the masses; instead, he spoke of “A certain man” or “A certain woman”. To Jesus it was the individual person who was valued so very much. He taught and lived that those who felt loved, cherished, accepted and valued could be led into a richer deeper and fuller life.

Each one of us has a private picture gallery of people who have helped us on our way through life, and helped us to develop and grow. People who have encouraged us and helped us not only to discover our gifts and skills, but also have stood by us to see that those gifts and skills are developed so that we can grow into our full potential.  These people have embodied those values taught and lived by Jesus. They have made us feel loved, cherished, accepted and valued, and have led us into a richer, deeper and fuller life

The commentator I mentioned at the beginning concluded by saying, “These young people need a good talking to.” I beg to differ with him. I believe he should be saying, “These young people need a good listening to.” It is only by listening to one another that we begin to discover how best we can begin to enrich each other’s lives, how we can enable each other to achieve each other’s full potential.

If we were to begin to do that, even in a small way, then we will be agents of Christ bringing to others the more abundant life. After all that is why he came!

FROM THE RECTORY

HARVEST  2008.

Little Milton’s Harvest Festival will be held in St. James’ on SUNDAY 28th SEPTEMBER at 11.00 a.m.. Harvest time is always a very special occasion for a village community. It is a time for us all to remember God’s almighty creating hand at work all around us. But more than that, Harvest is the time when we recall those times over the months when we have felt that hand of his, touching and blessing us in our personal lives. Our Harvest Festival Service will be designed for all the family, so I urge you to please do put this date and time in your diaries NOW, and don’t let other things come along and squeeze it out.

Following the Service itself, our HARVEST LUNCH will be held at the Pine Lodge, following on from the Service. The format is that families bring along some food that is shared by all and this makes the provision of the lunch much easier and less onerous on individuals. If you would like to contribute please contact Sally Ann Dennis (278029), Anne Hawkins (279526) or Sarah Jones (278120). Everyone is welcome to join us on for a Harvest Lunch.

RIDE & STRIDE  2008.

The Annual Ride & Stride organised by the Oxfordshire Historic Churches Trust will be held on Saturday 13th September. The Trust has been very helpful and generous to us over the years, helping us to maintain the fabric of our Church. It behoves us to support the Trust ourselves by sponsoring people who are prepared to give of their time and energy to ride or stride to as many Churches as they can on the day. Please contact Raymond Fergusson for a sponsor form.

LITTLE MILTON SCHOOL

As last term drew to a close, our School underwent an inspection, focussing on the fact that it is a Church School .  In his report the Inspector said:

“The distinctiveness and effectiveness of Little Milton as a Church of England school are outstanding. The school through its distinctive Christian character is outstanding at meeting the needs of all learners. The impact of collective worship on the school community is outstanding. The effectiveness of the religious education is good. The effectiveness of the leadership and management as a church school is good.”

We would all want to congratulate our School on achieving such a fine Report. In all our hearts we know our school is a fabulous school, but it is so good that this feeling of ours is confirmed by Inspectors who are used to looking at schools all over the country and are in a much better position than ourselves to say so.

WELL DONE, LITTLE MILTON SCHOOL !

SUNDAY SCHOOL NEWS AND DATES

Our summer outing to Dorchester went well. Following our family led service on the theme of God’s power at which Raymond told us of the Seagull, Sarah chose the reading and Lucinda’s family wrote the prayers, approximately 20 of us picnicked on the mounds near the river at Dorchester . We then visited the Abbey where the Rector Revd. Canon Sue Booys gave us all a wonderful talk on the Abbey history followed by a conducted tour of the Abbey including the Jesse Window and the very popular Labyrinth Maze. We did manage to meet Bishop Isingoma and his lovely wife Mme Mugisa from the Congo and were given a very moving blessing conducted in French and kindly translated later by David Wakeling!! (see attached photo for some of the Group and Bishop Isingoma and his wife pictured in the Rectory Gardens ).

We begin our teaching programme again this month on Sunday 7th September at 11.00 in Church. The new Sunday School cards will be available on this date. Our other teaching date in September is on Sunday 21st September also at 11.00 in Church when we will be preparing for Harvest Festival the following week.

We welcome any child from the age of 4 years old and would love to see some new children so if you’re hesitating, don’t, just come along or phone 278029 for a chat and/or more information.

SENIOR CITIZEN’S LUNCH

The Pine Lodge Management Committee has offered to provide a Christmas Lunch again this year for the Senior Citizens of Little Milton.

A Bring & Buy Sale and Coffee Morning will be held on Saturday 13th September 10.00 – noon at 38 Chiltern View, the home of Teresa Quested. The funds raised will provide the extras needed for this event; wine, crackers, gifts, entertainment. We look forward to seeing you on the day.

THE PINE LODGE

First, my apologies to everyone in the village disturbed by the people who booked the Pine Lodge on the 8th of August. At midnight, by which time they were due to have finished and packed up, the disco was still going strong with the doors wide open, and this created far too much noise. People were quite right to complain. The Village Hall really does not want to end up causing any problems for the people who live in the village. The event which caused trouble was a ‘pre-wedding’ party, which turned out to be more like a stag night than a wedding reception. We will take no more ‘pre-wedding’ bookings from outside the village. Conditions on paying deposits and on leaving times will be more strictly enforced when people from outside the village book the hall for wedding receptions and other evening events. Finally, we will make further changes if the problem keeps occurring.

As summer ends and brings the return of Quiz Night – the first one of the Autumn is on the 20th September. Tickets are on sale at the Post Office and there will be excellent food, good beer and interesting questions as ever.

THE NEIGHBOUR’S CLUB

As always our fish and chip lunch on the 24th July was thoroughly enjoyed by all, a real social occasion.  After fish and chips, wine and chocolates we had more of Pam's famous (?) quizzes.  On the 14th August we listened spellbound to Eleanor's account of holidays enjoyed by her and her husband in many countries.  Our outing on the 20th August was a City and Village guided tour to Epping Forest and Capel Manor Gardens .  We met our guide at 10 am and travelled to the Royal Forest Hotel for coffee followed by a visit to Queen Elizabeth Hunting Lodge (fascinating) and then a tour of Epping Forest .  Next stop was Epping market town and lunch and a wander round.  We completed the afternoon by a visit to Capel Manor Gardens , College of Horticulture , floristry, garden design etc.  We left for home at 4.45 pm pleasantly tired, well fed and warmed by lovely sunshine.

VIEW FROM VIEWS

It’s now some months since I last wrote these notes. The reason for this is that we have been visiting relatives in Canada ; there are as many Peers over there as in the UK . During our stay we travelled extensively from Toronto to the eastern shores of the USA , then up to Quebec and back to Toronto before boarding the Train bound for Vancouver . This rail trip which took 3 days and 3 nights was an experience worth every penny. It is amazing to see the change in a country after a period of time, I was out there in 1959/60 and the farm that I worked on was some 40-50 miles out of Toronto , it now seems to be well within the city limits. But the real impression that Canada left with us was one of tidiness, with very little litter to be seen, and the weather could be as fickle as it is in the UK .

I can remember saying earlier this year that the pundits were predicting certain weather patterns this summer. My reaction to this was “let’s wait and see”, well I think, unfortunately, I was right as it has turned out. As I write these notes there seems little chance of any improvement in this grim weather pattern. The spin off with all the wet weather however is that at least the countryside is still nice and green. Although apple & plumb trees do not seem to have a lot of fruit, crops like raspberries have done well and I reckon the blackberries will as well.

This weather of course has meant a very difficult start to harvest. The winter barley and oil seed rape were nearly all gathered in fairly good form. Rape yields were mostly good but a good percentage of our crop never recovered from pigeon damage. The winter wheat looks like being a bumper crop but as harvest is delayed so its quality is will deteriorate. I have heard that already some varieties are “growing out”; this is where the grain starts to germinate in the ear and will severely affect the quality. As a matter of irrelevant information I discovered whilst in Canada that they call oil seed rape “canola”, this is purely because of the connotations of the word rape.

Over the past recent months farmers have somewhat been living in a sort of fools paradise, thinking that there is a food shortage and therefore our returns should be good for a while. It now seems that due to good harvests in Europe and in spite of bad harvests and the appalling look of crops in North America , it seems that there is no longer a shortage of food world wide. This has left the farmer with a problem! The increase in cost of his inputs, fuel, fertiliser & chemicals etc will now not be covered by the increase in world prices that he was expecting. I wonder if (now we have a plentiful supply) the price of food will come down!!!?

We have recently gone through the process of regularising our bio diesel plant with the Environment Agency. This has arisen because they perceive our raw material (used cooking oil) to be a waste product. Obviously it is not a waste to us! However to keep on the right side of the law, we have applied and sent off the relevant forms at a cost of just short of £3,000. Not only does it cost a lot but, bearing in mind that this is for the “Environment” Agency, and that the said form I think runs to some 80 pages, on receipt of the application they wrote back to say that they require 8 further copies, a veritable “War and Peace” (how many trees?).

I do not know if I should mention TB and badgers. Like so many issues there are two sides to the story, all I do know is that it is not only costing the country a fortune, it is  also causing excessive stress to individuals within the industry. It was predictable that the Government would come up with the policy that they did, that way they upset the least number of people. This does not get away from the fact that there are instances where it can be proved quite categorically, that badgers have caused bovine TB, or get away from the fact that badgers themselves really suffer with having TB

CAR SERVICE TO THE DOCTOR OR HOSPITAL

The level of demand for the service is relatively low in Little Milton but to those who need support it is vital and very much appreciated. Please give it some thought and ring me to find out more information if you are interested in helping or require transport to the surgery or hospital.

POST OFFICE SOS

As I am sure most of you know by now, we were not included in the Post Office closure list this time, so there will remain a Little Milton Post Office for the foreseeable future.

However, this year Shirley is retiring, which leaves me with the problem of staffing. Your Post Office would have had to become a part-time office a long time ago if it had not been for Shirley’s dedication and commitment to help me keep open and for that you should all be extremely grateful, but the fact remains if I cannot find help to cover at best the hours that Shirley is working, then it will have to become a mornings or afternoons only office, leaving it very vulnerable if there are more closures.

I therefore urgently need two or three helpers to work a few hours a week each, to be trained by the Autumn, so that it will help me to still keep Little Milton Post Office a full time office, with potentially more footfall when it moves to the new site.

If you feel that you can help please come in and have a word with us. We look forward to seeing you.

Sincerely

Annie R

FORTHCOMING MILTON SURGERY

Thames Valley Police will be holding a Miltons surgery in the Pine Lodge on Wednesday 22 October, Tuesday 11 November and Tuesday 16 December. Full details will be included in the relevant newsletter but please note the dates now. This is an excellent opportunity to share any concerns you have about your community with Community Police Officers

THAME & WHEATLEY NEIGHBOURHOOD ACTION GROUP

The neighbourhood action group (NAG) consists of multi agencies (SODC parish Council, school representatives & anti-social behaviour officers), residents and the police. They represent Thame & Wheatley including the surrounding villages. The NAG is a dedicated team who deal solely with local concerns. They raise three priorities through public concerns and tackle them with a problem solving approach.

We would like to carry out a small survey in your village and have asked the Parish Clerk help find a couple of volunteers to complete a questionnaire. If you are interested in doing this please advice your Parish Clerk. This is not a request for NAG members but volunteers who could help complete the surveys

Many thanks

Have you Time to Spare to Meet Someone New and Help them?

Our scheme to train and place volunteers is gathering speed and we already have a terrific team in the field.  But here at the South & Vale Carers Centre in Didcot we would like to recruit more: would you be interested in helping out someone caring for a relative in their own home? You would be introduced to a household where the carer and the cared-for person are living, and asked to stay in the home while the carer took some time off: perhaps an hour a month, perhaps an afternoon a week.

This would all start off with an interview for you, and references sought, and then a short training course to equip you for any situation and send you free from anxiety into your future as a volunteer! We will take care in matching volunteers and cared-for people, and you would have constant support by phone when you need it as well as ongoing face-to-face meetings with colleagues and with Chris Elliott, the co-ordinator of the scheme.

Chris is waiting to hear from anyone interested, and has much more information to give. Please email her at the Carers Centre on chris@svcarers.org.uk, or phone her there on 01235 510212. She will be delighted you’ve called!

NEW EXTENDED HOURS FOR PATIENTS AT MORLAND HOUSE SURGERY

Saturday Morning Opening

Morland House Surgery, including the dispensary, will now be open on Saturday mornings (Bank holiday weekends excluded) for doctor’s appointments and a fortnightly nurse clinic from 8.30am to 11.20am. Most of the appointments can be booked in advance (by phone 01865 872448 up to Friday evening or online www.morland-house.co.uk) but a few will be reserved for emergency walk-in. Please note the surgery phones will not be answered on a Saturday morning.

We hope that these additional appointments will be used by those people who find it difficult to come to see us during the week because of work or other responsibilities and particularly by those who have long term illnesses and need to see us more regularly but don’t want to keep taking time off work for this.

The doctors will take it in turns to do the Saturday surgery but will not be doing home visits or routine phone calls. The nurse clinic will be available for pre booked immunisations and travel vaccinations, cervical screening, smoking cessation and weight management support.

The out of hours service will continue to operate throughout the weekend  including Saturday mornings to provide urgent medical care, telephone advice and home visits when necessary. The out of hours service can be contacted by phoning 0845 345 8995

We are currently taking on new patients, for more details on how to register please contact reception on telephone 01865 872448
