Minutes of Council Meeting held on Wednesday 23rd March 2005

13/03/05     Minutes

 

The minutes of the Parish Council meeting held on 9th March 2005 were accepted as a true record and signed by the Chairman.

 

14/3/05    Apologies for Absence

               

                The Council accepted the apologies of Mrs Isabel Fox and Mrs Alison Shelton

 

15/03/05    Declaration of any personal or prejudicial interests of members

 

Mr. Simon Oddie declared a personal interest in the Planning Application P05/W0246/LB but did not consider it to be prejudicial.

 

16/03/05    Planning

               

P05/W0246/LB – Conversion of Listed Building to bedroom/living accommodation annex

The Chairman briefly explained the background to the application for Listed Building consent and    raised concerns about the planning processes that had been followed, as the Council had not been asked to consider a Planning application for the conversion. The inference was that the planning decision approving P04/W0739 i.e. the removal Planning condition one of Planning Permission P87/N0572 and replacing it with ‘that the barn on the site shall be used only for purposes ancillary to the residential occupation of South Lodge, was sufficient to allow the development of the barn subject to listed building consent.  The Council did not accept this position. The Council members discussed the Listed Building application and decided to recommend that the application be refused by the District Council for the following reasons:

·         The proposed glass frontage with a new window was not in sympathy with the original structure.

·         The proposed development would harm the character and appearance of the conservation area

 

It was agreed that the clerk should circulate a draft letter to SODC planning before sending the Council’s response to SODC. (Action Clerk)

 

At this point in the meeting Mr John Nowell-Smith expressed his support of the Council’s recommendation but was anxious to establish the dates that had been set for responses to ensure that the application could be considered by the Planning Committee rather than under the delegated powers of the Officer. He stated that he would liaise with the Clerk on this matter. Mr Peter Vogt expressed his concern that the District Council’s internal procedures had been sloppy with regards to the site details on plans submitted in support of the application as well as in respect of the way the immediate neighbours had been advised. He requested that the Parish Council should express this in their response to the application.

             

17/03/05     Any Other Business

 

            The Chairman highlighted the damage to the grass verge on the triangle of land adjacent to the Post Office. It had been suggested that the Council should consider protecting by the erection of wooden posts similar to those at the top of Gold Street. The Clerk was asked to establish the status of the ground and report back to the next meeting. (Action Clerk)

                               

The meeting was closed at 8.55 p.m.

The Parish Council will meet on Wednesday 13th April 2005 at 8.00 p.m. in Little Milton School Library unless there is a need to convene any planning or other meetings.
